教育部政務次長姚立德8日表示，大專校院簽署一中承諾書的清查結果下午就會出爐，目前確定有超過3成的學校簽署，且一部分學校有涉及兩岸人民關係條例第33條之3。教育部長潘文忠則澄清「現在數字都還在統計，無法確認有幾成」，讓人不禁懷疑是不是「部、次不同調」？

勞動部8日上午針對「技術生、實習生勞動權益」向立法院報告，列席的姚立德對國民黨立委李彥秀質詢做出「確定3成」的回答，並表示有學校涉及兩岸人民關係條例，但自己所屬的台北科技大學沒有在名單裡。潘文忠則在下午接受訪問時澄清，相關的詳細表格7日才發給各大專校院填寫，預計9日傍晚才會回報完畢。

潘文忠說，由於每個學校承諾書撰寫的形式不同，教育部這端目前也只收到少量的回報，還要等整理完才知道有多少學校涉及兩岸人民關係條例，會在下週五再向社會大眾報告。針對姚立德說的「3成學校」，他認為是因為姚立德剛接掌業務，在不熟悉、面對質詢緊張的情況下，難免會口誤。

潘文忠指出旅行包，在2010年就有學校因為陸方要求而發給承諾書，但發出去的層級每間學校都不同，很多時候高層根本不知道，所以目前主要是協助學校釐清狀況；另一方面，也讓教育部掌握發出去的承諾書數量、對象跟形式，在未來的後續處理能有更具體的做法。

至於如何確保學校誠實提報承諾書的數量及行文學校，潘文忠說，已經發出正式公文要求，希望學校重視此事；另外，表格經過簡化，不會造成學校太多負擔，學校只要配合填寫，後續處理也能順利得多。
